Support local task queues for external evaluation workers.

We have an option to run external evaluation cluster and communicate with it through local (file tree based) queue.
To do this, we must ensure:
-- that our local queues could support multi-client setup for such external cluster;
-- that local queues sync mechanism is compatible with the same on evaluation side (and at least language-agnostic)
