Cp should use NASA polynomials

**Is your feature request related to a problem? Please describe.**

Cp can be a polynomial, but in the literature, only NASA polynomials are being used. I propose that we change the behavior to use NASA polynomials.

Some derivations (preconditioning) might depend on CP being constant, this should be checked
