How much would this package differ from Preferences Editor?

Although, this package seems more power full, is that so?

Entirely different scope. The mentioned package offers a UI for editing settings files. This package offers a UI to quickly navigate too all kinds of resource files within ST, with aggregation for key maps and plugin command definitions (and more that I don't use, probably).
