Add block_range as optional request parameter to the /api/scan/evm/token/transfer endpoint

Currently the /api/scan/evm/token/transfer endpoint does not offer the possibility to filter results based on date or block range. It would be helpful to add this functionality.

### Use cases

Query transfers within a given block range or time span.
