Import outline notes into docs

Is your feature request related to a problem or unsupported use case? Please describe.
As a user of Outline I want to migrate my workspace to Docs.
Outline provide an export in a zip format containing folders, subfolders and markdown files.

Describe the solution you'd like
As a user I want to be able to import the archive into docs.
The import should respect the page hierarchy and convert markdown into blocks.

Describe alternatives you've considered
Copy pasting

Discovery, Documentation, Adoption, Migration Strategy
Should we import permissions and associated members as well ?
Should we import a workspace as a doc and its content as subdoc ?
What should be the UX for this ? @rl-83

I think we should combine this feature with the other types of imports: Notion, Word, etc...
The simplest way is to import the workspace as docs with subpages, and not import the sharing (which might break).
