chore(compose): restructure dev env for comparing all workloads

Changes include ...
- Rename kepler service to kepler-old for comparison testing
- Add new kepler-dev service with updated configuration structure
- Create kepler-old-vs-new.json Grafana dashboard for side-by-side metrics comparison
- Separate network configurations for isolated testing (kepler-old, kepler-dev)
- Add shared Kubernetes configuration support for both services
