Add ALARA output options to assist reporting of "cell"-averaged quantities

With previous steps implemented (#61,#62,#63), cell-averaged quantities will be generated automatically by ALARA using its "zone" resolution output. Add an output block to the template input file that generates zone resolution output with the appropriate/default/desired output responses.
