<svelte:head> title tag order not respected

Describe the bug

I’ve been optimising the svelte:head tag order using Capo.js, but I’ve noticed that the <title> tag does not match the order in which it is defined within the svelte:head block.

<title> is special because it's handled separately (updating happens via document.title = ... on the client etc).

I don't fully understand what problem this causes other than the sort order being a bit different because title is moved out. Could you clarify?
