Don't send a request when the cart is empty

Sloth currently sends a request with an empty cart to Koala when a user presses 'purchase' while the cart is empty.
This bugs out Koala (issue is here: see svsticky/constipated-koala/issues/912), but shouldn't happen even if Koala can handle it.
