Add a feature toggle for disabling payments

Hi!

Would you consider adding a web banking feature toggle/permission to disable payment initiation (SEPA transfers, standing orders, etc.)?

At Aircap we offer our own payment initiation method via a dedicated fork of the web banking. However, if users can use the official Swan web banking, they can bypass ours.

We can submit a PR for the web banking, but the Swan dashboard and GraphQL API would also need to be updated.

Hallo Thomas Kientz, ja natürlich würde ich eine Umschalt-/Berechtigungsfunktion für das Webanking hinzufügen. Würden Sie mir bitte mitteilen welche Schritte ich genau tun muss? Sollte das Swan Dashboard vor oder nach dem PR für das Webanking aktualisiert werden? Dazu fehlen mir weitreichende Kenntnisse.
