For the initial report, where we describe the current moderation landscape, we can point out the existence of Ignore and Block as part of AS2-Vocab, and we can point out the handling of C2S Block, but we should recommend (SHOULD) that AP implementers look beyond such binary actions and ideally support a policy-based approach.
