IR Section 4: Media management

This section will cover issues around media management, in particular, deletion and retention of media; recommended policies.

Example:

• Ensuring users can delete media except in cases where media has already been reported
• This section should draw a distinction between "deletion" and removing from any non-admin visibility (sometimes you want to save a copy of reported media but not serve the original URL, for example)

We would like for people implementing software to be aware of the legal liabilities that their software may be creating for the admins who run it.
