[Windows] Avoid linking with swiftWinSDK.dll

Avoid 'import WinSDK' in swift sources or `#include` in headers.
This is to avoid linking with Swift overlay library (swiftWinSDK.dll)
so swift-frontend with plugins won't depends on it.
