[CMake] Fix install for macOS toolchain

recursive-lipo requires shared libraries have +x permissions. Use PROGRAMS instead of FILES when installing swift-syntax libraries. (cherry picked from commit 319b8bd) (cherry picked from commit 5bbab90)
