Swift extension takes almost 1 minute to activate on fresh checkout of sourcekit-lsp

Opening a fresh checkout of SourceKit-LSP takes almost a minute to activate the VS Code extension. I think it is resolving package dependencies during activation time.

To reproduce:

I think this should be "resolved" by #2028. I use air quotes because it will still take a minute before the project is initialized fully, but the extension will at least show you what its doing.

The extension performs a swift package describe which, with a fresh checkout, has to do a swift package resolve behind the scenes. We weren't showing this work as a proper VS Code task so there was no UI and it looked like the extension isn't doing anything. Now you'll see these initialization tasks in the status bar with a spinner.
