RPS/CES/REC policies, new gas price forecast, etc.

I've made a lot of updates to the model repository in the last couple weeks. The best news is, I've finished working on the RPS/CES/REC-trading policies for now, and you should now be able to run models with these out-of-the-box (they are included in all the cases currently defined in the settings). pg_to_switch.py should also run a little faster and look a little better.

You can see all the changes here.

I recommend running these commands to get the latest versions of everything:

git pull --recurse-submodules
python download_pg_data.py resource_groups

If that doesn't work, you might need to run all the steps in the README.md from git clone https://github.com/switch-model/Switch-USA-PG-ReEDS --recurse-submodules --depth=1 onward.

I've also turned on Discussions for this repository (as you must know if you've gotten this far). I'd like to use this as a central place to ask questions about problems you run into, discuss modeling ideas and announce updates to the repository. I'll endeavor to post announcements here whenever there are significant updates. Please also post here if you run into problems using the model and I'll help troubleshoot them.
