[FIX] Visiting speaker not being published

Describe the bug:

Visiting Speaker / Incoming Speaker is not being published, and therefore not being displayed on public weekend meetings

Steps to reproduce the issue:

1. Schedule weekend meetings and publish them
2. Login into a user without permissions(only sees the public meetings)
3. That user sees everything published except the visiting speakers

Additional information

I've looked into the code and the problem seems to be an issue in the function handleGetIncomingTalks, with the congregation ID. the if statement congregation.cong_data.cong_id.length returns 0, so the function returns nothing, therefore no speakers get published.

Try to replicate the issue, it might be a problem of mine
