Explicitly bar spam in the CoC #2
Description
The Code of Conduct currently does not mention spamming. However we kicked someone out of the meetup group because they were spamming the community to advertise various whatevers.
We need to add language to the CoC to explicitly bar spamming to protect ourselves in case someone objects.
