Sync action-octoscan with octoscan

action-octoscan uses octoscan at the latest version rather than using a tag or a commit hash.

It would be great if releases of action-octoscan were synced with octoscan, so I could pin the action to a given version.

Great idea, unfortunately I don't have time to implement this in the future months but I keep this open to do it when I can thank you
