Process rtmv is not active when attempting to exit emacs Windows

After running emacs, opening a markdown file, connecting to the ruby server, then trying to exit, following is in _Messages_:

```
progn: Process rtmv is not active
```

And emacs does not exit.

GNU Emacs 24.5.1 (i686-pc-mingw32)

What can I do to work around this other than ctrl-shift-esc and killing emacs process?
