Improvements for item descriptions (and item notes)

What is the problem you are trying to solve with this feature?

1. Both the issue field and the notes field have a character limit of 1000, which is extremely small
2. Those fields seem to support Markdown rendering, however the styling is pretty bad (extremely large amounts of whitespace between list items for example)

Setting such a low character limit severly limits the utility of the description field.
Because it already supports Markdown rendering, the description field could be used to have an entire knowledge base entry directly attached to an item, provided these two issues are solved.

What is the solution you are proposing?

1. Increase the default character limit to 10000, and add a configuration option for instance owners to change it. If the former is objectionable then at least the latter.
2. Someone needs to paste some sample markdown document into a description and adjust the styling so it's visually pleasing and doesn't have unexpected excess spacing between things like list items (also seems to affect paragraphs).

@tonyaellie I agree with 1000 char limit being too small. I try to append to notes field whenever I use the item and crossed the character limit. I have been using the attachment to store my notes as notes.md but its cumbersome to update and reupload. Ability to edit .md attachment in place can also be a solution to this.

P.S Custom fields are also not be useful in this case since they also have 500 char limit.

I definitely like the idea of being able to edit markdown files and potentially text files too

+1 to this. Especially for users writing in non-Latin languages like Chinese, where each character often takes up 3 bytes. The current 1,000-character limit effectively becomes only about 330 characters for us, which is barely enough for any meaningful documentation or history logging.

Increasing the limit or supporting in-place editing for .md attachments would be a huge improvement for international users.
