Using the camera on a desktop? All I get is upload, even with camera attached/ webcam.

Trying to create a more streamlined approach to getting everything in my system. I have a laptop with a webcam attached, and the webcam is mounted on a tripod above a lightbox. I'd like to try and use the laptop because entering text and info on a smart phone is a chore. Am I missing something here? I can only upload a photo, instead of using the camera attached like the mobile app. I've even tried viewing the mobile page on the laptop, and the option isn't there.
