Upload photo from create item shows camera, but no camera from edit item #1010

- I added a very descriptive title to this issue.
- I used the GitHub search to find a similar issue and didn't find it.
- I searched the documentation, with the integrated search.
- I already read the docs and didn't find an answer.
- I can replicate the issue inside the Demo install.

What is the issue you are experiencing?
When I go to create an item I am able to use the camera to get a new photo of the item to upload
When I use the edit page I only get the option to select an existing file.
How can the maintainer reproduce the issue?
use an android phone to edit an item and try to upload a photo attachment. You will only be presented with the option to upload an existing file.
