sysdig_secure_managed_policy: Allow managing stateful CloudTrail policies

Managed policies of type awscloudtrail_stateful (such as Sysdig AWS Behavioral Analytics) are currently not manageable by sysdig_secure_managed_policy resource.
The same goes for stateful rules and sysdig_secure_managed_ruleset resource.
