pacman-key not found on ubuntu 24.04

When building particleos on ubuntu 24.04 I get this error:

```bash
‣ Running clean script /var/home/user/Desktop/particleos/mkosi.clean…
‣ Validating certificates and keys
‣ Copying in sandbox trees…
‣ Populating pacman keyring
‣ pacman-key not found.
```

I was able to resolve it using:

```bash
ToolsTreePackages=pacman-package-manager,makepkg
```

Am I doing something wrong or is this a bug?
