When ta init again with another workid the confile not change but draft is change. #BUG

ta init Bug

When ta init again it should return initialize error than sucessfull

Expected behaviour

If use ta init when it already have config draft it will return init error and everything should be the same.

Actual behaviour

when use ta init config not change but draft is changed.
