Describe the bug

In Python 3.13, which is the default Python version in Debian 13, the 'cgi' module has been removed. As a result, Taiga will not start anymore, but throw an ImportError.

How can we reproduce the behavior

Try to install Taiga on Trixie, then try to start it.

Workarounds

Add 'legacy-cgi' to the requirements.
