Any way to let PopoverButton like a tag?

A.onclick is direct to url
B.onmouseover is to show PopoverPanel
C.onmouseleave is to hide PopoverPanel
I tried:
1.When a tag inside PopoverButton tag, onmouseover call e.target.click() will lead direct to href
2.When PopoverButton tag inside a tag, onmouseover call e.target.click() will show PopoverPanel
