upgrade tool v3 to v4

it changes css files that are not using tailwind. we have some css for a separate part of the project and they are changed by the upgrade tool.

Hey! You can specify which CSS file the update tool upgrades by passing it to an argument to the upgrade tool:

npx @tailwindcss/upgrade src/tailwind.css
