Does Nextjs require postcss?

Indeed, you do need postcss, as per step 2 of the Next.js install guide:

npm install tailwindcss @tailwindcss/postcss postcss

I think the case outlined in the question cannot be reproduced. Either the removal was unsuccessful, or the packages remained globally accessible.
