flash utility for dso3d12 oscilloscope

Hello,

I’ve converted the original https://github.com/winnermicro/wm_iot_sdk/blob/master/tools/wm/flash.py script to a rust-implementation to get rid of the need for a Python installation.

I successfully used it to flash my dso3d12 with the latest firmware on macOS, and it worked great.

Now I could use a hand testing it on other OSes (Windows, Linux, etc.) to make sure it works smoothly across the board. Pre-built binaries are available on the https://github.com/rssdev10/wm-tools/releases/, so feel free to check it out.

Also, if anyone can help build a mod with the default firmware font size, that would be awesome!
