Test PR package and comment workflow

This is a test issue to verify the enhanced GitHub Actions workflow for PR packaging and commenting functionality. The workflow should now:

• Package the plugin for every PR
• Upload the plugin as an artifact
• Comment on the referenced issue (this one)
• Comment on the PR itself with download instructions

When a PR references this issue, we should see the packaged plugin mentioned in both the PR comments and here.

A PR (#1239) has been opened to fix this issue. You can download the packaged plugin easy-yapi-2.8.0.212.0.zip from the GitHub Actions workflow run by clicking on the "Artifacts" dropdown.
