Official 9.0 beta build

Yeeeeeeeeah let's get this show on the road!

Thank you to @mizka76 and Roy K for 100% complete French and German localizations, respectively.

A formal beta release zip will post shortly after this commit, and a lengthy article describing everything new in 9.0 will then hit photodemon.org:
