Fix documentation errors in setup/installation guide #3450

Describe the bug
Found some bugs in documentation while setting up Tardis locally for development\
- installation page is active at two different links making the mismatch - first (https://tardis-sn.github.io/tardis/installation.html) and second (https://tardis-sn.github.io/tardis/getting_started/installation.html)
- link from installation page to quickstart page is broken
- developer workflow does not have instruction to install tardisbase
- developer workflow a cd command navigates to home directory instead of project folder
