Update metadata to point to bootstrap script in worker-images repo #969

I think we would need it where we update imagesets.yml in this script. Currently we update the image ids, but not the metadata, and I think we will need to do both at the same time. That config lives in this repo rather than worker-images, so I don't think we can fix that in worker-images repo.
