Calculate the same metrics that we do for firefox-ci for taskcluster-provisioner-simulator runs

Given the raw data from #3320, calculate the same summary numbers that the ci-costs group is looking at:

• wait time
• dollar burn rate
• portion of time workers are idle (including startup and post-task idle time, and partial utilization of high-capacity workers)
• .. (need input from someone in that group!)

I think it'd be fine to break this up into a few different PRs for each analysis.

Once #8 lands, this will be a change in src/ui/analysis.jsx.
