Workflows are not creating new subtasks past the first sub-stage

When I use a workflow, I am unable to move the task past the first subtask. I have tried this in a vault with no other plugins installed.
When I right click and move to stage Planning, I get this as expected:

When I right click the new subtask and try to Move to stage In Progress it completes the Planning task but does not create a new In Progress task:

Same. I wonder how workflow should be used.
