Upload plugin can not download file

I followed the official documentation at: https://v2.tauri.app/plugin/upload/ to write the download code:

Do you have a system proxy that may block the request?

This plugin works for many others so there must be something specific to your system the plugin can't handle.

hmm, the upload plugin is supposed to work without the http plugin. This sounds a bit like #2378 but that was part of 2.2.1 (the rust package in cargo.toml)

I can reproduce this. Was pulling my hair out as to why nothing was getting downloaded. Ended up missing the http plugin. Please add it as a dependency to the Upload plugin.
