Testing functions with a State<> as parameter

What would be the preferred way to test functions that have a state as a parameter?
The one solution I've come up with is to split a function that takes a State as a parameter into 2 core functionalities within.

1. Extraction of the element inside that State
2. Actual logics and brains (realized through another function call)

With this approach it would work like I'd like to have it, but this will definitely add complexity to the project. Any suggestions?
