Get other applications' windows (specially the fullscreen or focused one)

I am building a wallpaper application that changes the wallpaper automatically. I want to temporarily disable the automation when an application is in fullscreen mode. is it possible using Tauri? it doesn't matter if I have to use rust code or a library for that.
