[feat] warn user about Rust and JavaScript version mismatch in CLI

It's quite common that the Rust and JavaScript versions get misaligned without realizing

Warn the user about it on tarui dev and tauri build

Feel like this might not be as easy since getting the versions will take a bit of time, don't want to let it slows down these commands

Yeah, similar to the cli version check we used to have.

Maybe advertise tauri info a bit more and add some more text-like warnings if versions don't match?

And I guess the extra 2 seconds would be fine for tauri build (we could offer a flag/env var to disable it)

We could add some warnings to tauri info first, if people would report issues, they'll be prompted to run that

Maybe we could add a frequently asked questions section in the doc and when people troubleshooting issues, they would know they could use tauri info to see if the version mismatched, but to be fair, this is more for people who doesn't read the docs 😂

Still not sure if the performance trade off is worth it though, I don't want to slow down the builds by default but also want this to be warned somehow

Alternatively, we could offer something like tauri upgrade

Probably want to update the documentation (we only introduce IPC breaking changes in minors, and we sync the js and rust package versions now) and CI (release tauri and @tauri-apps/api together and possibly @tauri-apps/cli) as discussed in #13993 (comment)
