Not sure when the problem started but guessing over the last couple of weeks keywords_all() has started to return no data.

The normal keywords() does still work but it is missing many of the keywords.

From what I can tell from looking at the cached keywords page file the keywords are still in the retrieved page but perhaps the formatting has changed and that is causing the problem.
