Does get_latest_vehicle_data asserts if their is no cached data?

Or does it wake the vehicle to fetch them? Is there a way to know there is no cache data before running the call?

It will not wake the vehicle. I don't know if its possible if there is no cached data. If the API returns an error, then TeslaPy will assert an error as well.
