Localhost:3978 unable to connect and not able to send message

Connect to Agent

Open the emulator and message the bot. To connect to agent, send agent to the bot.
I am able to connect to agent.

Connect to User
Navigate to http://localhost:3978/. <----- this step is not working I am getting Unable to connect.
