Set Up Citizen Science Interest Group presence on tdwg.org

A charter was approved several years ago during the tdwg.org dark days.

• Put charter in a good place (https://docs.google.com/document/d/1YPegb6qwDAOCKnrRjs5TX-Zg9ieTc3IfGqSblgU8pko/edit)
• Add to the activities chart on http://www.tdwg.org/activities/
• make sure conveners are included in communication with conveners (e.g. mailing list?)

This has been up for a while (visible only when logged in), but we need some clarification on who are co-conveners. I asked Andrea (now listed as co-convener). She said she can't do it anymore and understood that Paul Flemons had agreed to take it on. I've written to Paul, but he's on vacation (and offline) for another week. Will edit and make public when he gets back to me.
