Add IP and Monetization section #31

Add section on IP and monetization guidelines for our startup projects.
Tech Start's policy: Every project that we build at Tech Start is open-source with an MIT License during the development phase. We’re a non-for profit student organization so we do not monetize the projects we develop. After completing your MVP with us this year, if you are interested in taking your project further in the future, we are open to connecting you with the relevant resources.
