Consider a new release of `tectonic_bridge_harfbuzz`?

I ran into an error installing tectonic with cargo due to a build.rs failure and ultimately tracked it down to a destination directory for a header file copy not existing. I patched the crate on my end and wanted to file a PR, but it turns out this was already solved in d5a605d back in February of 2024.

Unfortunately the latest release on crates.io is still v0.2.9 from two years ago, which does not contain this fix (which is why I ran into it). Could you consider releasing a new version of tectonic_bridge_harfbuzz crate with the latest fixes to avoid installation failure?
