Testing Plan for Prepare Plugins in Image Mode

Scope

Extend test coverage in tests/prepare/bootc/ to exercise prepare plugins on both CentOS Stream 10 and Fedora-44 image mode guests. All tests verify persistence after reboot. All scenarios for each distro are combined into a single plan with multiple prepare phases to minimize VM costs (2 VMs total). This also tests sequential image rebuilds on the same guest.
