Add jkandasa to approvers

Jeeva has been very active lately, sending and reviewing a lot of PRs,
so I am proposing to making him approver.

This also add PuneetPunamiya as a reviewer :)

In addition, this moves few inactive users in Alumni and orders the
lists alphabetically.
