Link to latest release does not point to latest release

Since moving from GCP to Oracle cloud, the link to the Tekton Pipeline latest release (https://infra.tekton.dev/tekton-releases/pipeline/latest/release.yaml) does not point to the latest release. Currently the latest release is v1.7.0 and the release.yaml referened above is the one for v1.6.0 (probably the last version released on GCP).

Thanks @enarha - I fixed the files manually for now. @anithapriyanatarajan is investigating the root cause.
The move to OCI is much older than v1.6.0, so it may have been a missing parameter during the latest release or a broken release pipeline definition.

Thanks. I can confirm I'm getting v1.7.0 now. We can keep the issue and track the work for the root cause.

@enarha - while releasing pipelines (v1.9.0) and chains (v0.26.1, v0.26.2) noticed that the latest folder in OCI buckets are properly updated with the required release yaml files. Suspecting that a sync from GCS buckets to OCI buckets to address projects which are yet to migrate their release pipelines might overwrite all project's latest yamls. If you are planning for results release, we could connect and confirm this. Thankyou
